Bio:

Description: Chief Toliver is a tall, dignified African-American gentleman, looking a good decade less than his 55 years. The player
characters won’t encounter him until after the Storm-related emergencies are under control and they’ve received the cold shoulder from most of the rest of the plainclothes division.

At first, Toliver is formal and inquisitive with the heroes, but if they’ve acquitted themselves well to this point, his mood becomes chattier. He asks the characters if they’re familiar with a particular Freedom City superhero, Commander USA. A DC 10 Intellect or Expertise skill check (or GM with a sense of the dramatic) reminds the characters of the famed World War II era “mystery man”—one of the very first African-American superheroes (pictured on page 215 of the Hero’s Handbook). “He’s my uncle. He was an inspiration to me—to a lot of us,” the Chief relates. “Be that kind of hero,” he says to the players with a handshake and approving smile, “Welcome to Neumond City.”
